Semarang must be prepared to face continuous changes and challenges.

The city is in a state of constant transformation. With the threat of sea level rise, we face flood risk. Rapid physical transformation poses many challenges, but we have others as well, including rapid urbanization and sprawl, and complex regional pressures.

Semarang must continue working to become adaptive, ensure adequate security, effective mobility and high capacity to the inhabitants and stakeholders; and build capacity in the government, community and institutions to increase empowerment and productivity. The launch of this strategy is not the end but rather the beginning of the city in becoming more resilient.

Use water and energy sustainably to address challenges such as water scarcity, decreasing water quality, and undistributed electricity

Water and energy pose deeply complex challenges for Semarang, but we cannot fail to overcome them. Actions and initiatives in this pillar address the challenges within the infrastructure and environmental dimensions.

One of the challenges in providing clean water to citizens of Semarang is the diverse topographic conditions.

The strategies focus on better community engagement, answering our core resource challenges including topography, the pressures of a growing population, adherence to laws and suggested practices, and more. Our approaches also address the challenges of strategy and leadership dimension. The primary goals of this vision are:

  1. Enhancing the performance of basic water management
  2. Promoting innovations in water provision
  3. Promoting environmentally friendly behaviors

It is estimated that demand for clean water will increase up to 200% over the next 15 years.

Foster the emergence of new economic opportunities to decrease unemployment and prepare to be a center of trade and services

The challenge that must be faced by the city in terms of employment is the imbalance and mismatch between the labor demand and the available employment. Semarang used to have a strong industrial presence, but the economy has shifted to the trade and service sectors.

The city must be able to see new economic opportunities. In order to create an advantageous business climate, we need to support our economy with infrastructure that facilitates the flow of production distribution, skills training to build the communities’ entrepreneurship capacity, and the expansion coverage of social security.

Strategies and initiatives under this pillar aim to boost prosperity and improve livelihood by increasing coordination and community involvement, taking into account the strategy and leadership dimension. The primary goals of this vision are:

  1. Promoting entrepreneurship to increase the competitiveness of trade and services
  2. Developing environmentally friendly and socially oriented innovative businesses
  3. Strengthening multi-stakeholder (academic, business, community, government) partnerships to create job opportunities.

Semarang has a lot of potential local business and creative economy options. We must support their development.

Improve information sharing, innovation, and collaboration to develop disasters and disease preparedness

The number of disasters increases annually. Climate change contributes to more frequent natural disasters and compounds the frequency and severity of disease outbreaks. Technology can help us respond better and reduce the risk of disasters, but city stakeholder coordination is essential.

Optimizing the role and function of each stakeholder can increase our preparedness for unpredictable disasters.

Disaster and disease outbreak management cannot be separated from the capacity of stakeholders. We will improve their knowledge of disaster management, in terms of reducing potential disaster severity, managing their exposure to predictable risks, and responding to unpredictable disasters more effectively.

The primary goals of this vision are:

  1. Developing technology for disaster and disease management
  2. Enhancing the capacity of stakeholders in disaster and disease management
  3. Improving coordination in disaster risk reduction

Semarang is known for its frequent flooding, both tidal floods and flash floods from rain.

Improve connectivity and transportation service capacity to address challenges such as traffic, poor quality, and poor accessibility

Mobility supports city security, facilitates affordable economic activity, makes citizens’ lives easier, promotes better disaster response, and prevents isolation. Semarang faces mobility challenges stemming from suboptimal systems, urban sprawl, and geographic challenges.

Semarang will improve the connectivity and institutional capacity of transportation service by:

  1. Encouraging a change in behavior from using private vehicles to public transport
  2. Improving coordination and institutional management of public transport
  3. Integrating transportation planning into city design.

By taking steps like optimizing intermodal transportation options, expanding coverage and density of BRT corridors, and integrating these goals into a regional master plan, we will transform mobility from a challenge to an asset for city resilience.

Increase information transparency to ensure performance of resilience work

Governing capacity is crucial to a city’s ability to improve its resilience. To achieve good governance and ensure a responsible government, we must develop and integrate the principles of accountability, transparency and supremacy of law into our practices. And we must do so by involving members of community. Semarang will increase information transparency and governance to improve the quality of the program and its performance.

The primary goals of this vision are:

  1. Optimizing Musrenbang (development planning forum) in the planning process
  2. Improving the integration of planning and city budgeting
  3. Optimizing the government’s coordination of data integration and public information

Provide citizens access to new skills and knowledge, building the capacity of the labor force.

We need to increase the level of educational attainment in Semarang, both to improve productivity and make our government function more effectively. We will connect the
citizens to the new skills and knowledge they desperately need to address this human capital deficit. This will increase prosperity, improve our long-term ability to reach other goals of this strategy, and increase workforce capacity.

The primary goals of this vision are:

  1. Preparing the workforce for the current job market
  2. Promoting the value of pursuing higher education qualifications
  3. Improving nonformal education
