Located on Hangzhou Bay, just south of Shanghai, Haiyan County is known as the land of many things: fish and rice, silk, culture, and nuclear power. With China’s largest nuclear power plant located only 10 kilometers from the city’s urban center, Haiyan would suffer significant losses in the event of an accident comparable to the one that occurred in Fukushima in 2011.

Haiyan also faces a number of infrastructure challenges; sea dykes, bridges, water supply pipelines, and sewage systems are becoming increasingly ineffective as they face pressure from extended periods of overuse. The city’s sea dykes were built to withstand a “once-in-50-year” disaster, but erosion and rising sea levels associated with global climate change necessitate immediate upgrades. Ready to tackle these threats head on, Haiyan has spearheaded programs aimed at achieving greater resilience, large-scale emergency planning, and equal access to public services.
