Da Nang is a rapidly growing transportation, services, and tourism hub in central Vietnam. Other key economic sectors include aquaculture and marine fishing. The city sits on a long piece of low-lying coastline, with the city center resting along the Han River. This city is no stranger to flooding. Typhoons have battered the city, and variable rainfall has caused both drought and flooding. The poor and near-poor households of the city face unstable employment and insufficient access to health care, education, housing, and other services. For years, the city has been developing innovative models to enhance resilience to climate change, including early flood warning systems and improved urban planning. And despite the challenges, Da Nang has become an attractive destination in Vietnam for Foreign Direct Investment. By late November 2013, Da Nang had attracted 279 FDI projects, totalling over 3.31 billion USD.

Meet The Chief Resilience Officer

Since 2002, Cuong Dinh Quang has worked for the People’s Committee Office of Da Nang, where he currently serves as the Deputy Head of the General division and the city's Chief Resilience Officer, and is responsible for the management of all activities relating to foreign affairs and to the city’s sustainable development strategy. In May of 2013, Cuong became the Director of the Da Nang Climate Change Coordination Office, where he is responsible for the development and implementation of Da Nang’s Action Plan for Response to Climate Change and Sea Level Rise. He also plays an important role in coordinating all of the stakeholders and organizations working in the city on climate change adaptation and mitigation projects.

Cuong’s undergraduate education was in International Relations and Foreign Trade Economics. Following graduation, he went on to receive his MBA at the University of Da Nang, and was a PhD candidate at Griffith University in Queensland, Australia where he studied the environmental aspects of sustainable development in Central Vietnam.
