The city of Accra joined the 100RC Network in December 2014. The city is currently in the process of developing its Resilience Strategy.

Accra’s Resilience Story

Accra is the capital of Ghana and one of the safest cities in Africa. But serious and sustained water pollution threatens the sprawling metropolis’s economic stability and growth. Extreme water pollution from human and industrial waste has stymied private-sector investment in waterfront development and left the city’s two lagoons uninhabitable for local species, threatening local lagoon-based cultural rituals.

But the city’s worst fear is the threat of a cholera outbreak, driven by polluted floodwaters that arrive with the rainy season. Cholera strains the city’s health care systems and can impact larger business operations and markets. The city’s leadership is thinking about the problem in an innovative way; from recent experiences with outbreaks, officials know that taking a holistic approach to resilience involves not only improving waste management and flood management, but also “sensitization infrastructure” to promote good sanitation and hygiene within local communities.

Meet The Chief Resilience Officer

Accra's CRO

Desmond Chris Appiah is Chief Resilience Officer for the City of Accra. Mr. Appiah comes to the CRO position from the Accra Metropolitan Assembly, where serves as Chief Resilience and Sustainability Advisor. He has worked in Europe, the United States of America and across the West African sub-region with various industries, non-governmental and parastatal organizations, and development partners to design and develop progressive management systems that support long-term sustainable development goals.

In Europe, Mr. Appiah worked with blue-chip manufacturing enterprises to develop and implement strategies for proactive management in meeting environmental, health and safety standards and manufacturing quality specifications. He also led initiatives to meet governmental standards on the Climate Change Levy targets which further aided the attainment of improved energy use mix requirements and standards. In the United States, he worked on initiatives that promoted improved environmental compliance within Environmental Protection Agency (EPA) Region III and supported by Association of Independent Colleges and Universities of Pennsylvania (AICUP).

In Ghana, Mr. Appiah has worked as a consultant, providing quality, health, safety and environmental management for clients in various industries. He was a UNIDO National Expert in Quality Assurance offering advice to selected companies to enhance operational performance and efficiency. He has also been an advisor on major development projects to enhance efficiency, promote prudent resource management in energy, forestry development, product quality, employee well-being and environmental stewardship.

Desmond holds an MS in Environmental Protection & Safety Management (St Joseph’s University), MSc in Energy & Sustainable Development (De Montfort University), B.A (Hons) in Geography & Resource Development (University of Ghana), and a PG Certificate in Group Crisis Intervention.
